Cooper/Smith is seeking an Open Concept Lab (OCL) Specialist to support our work in Burkina Faso. The Sectoral Statistics Department (DSS) is collaborating with Cooper/Smith to modernize the national health information system (SNIS) metadata administration by implementing an electronic terminology management platform. They have chosen to use Open Concept Lab (OCL), an open-source system that enables real-time electronic access to terminology resources and direct integration with independent software platforms. We are seeking a software engineer who is well-versed in OCL and capable of developing and deploying healthcare terminologies using the platform. The ideal candidate will possess a strong understanding of OCL and its features.

The Open Concept Lab Specialist will work closely with Cooper/Smith’s Program Director and Technical Director and serve as a technical collaborator and strategic thinker for the organization. The Open Concept Lab Specialist will also be responsible for representing Cooper/Smith to key government officials, donors, local stakeholders, and partners.  

Duration: Consultancy. Short-term between August to December 2023.

Location: Ouagadougou, Burkina Faso.

Responsibilities

  • Work with the Cooper/Smith technical team to ensure the delivery of all technical products for metadata management improvements to the MOH of Burkina Faso.

  • Support the development and deployment of healthcare terminologies using OCL.

  • Work with healthcare terminology experts to ensure compliance with international standards (ICD, SNOMED, etc.).

  • Work closely with and build productive relationships with stakeholders throughout the Ministry and keep them informed throughout the development cycle.

  • Build the capacity of Government counterparts, particularly in healthcare terminologies, interoperability standards, health information exchange, and analytical methods.

  • Provide training on OCL to stakeholders.

Required Skills

  • Professional fluency in French and English.

  • Bachelor’s degree in computer sciences, Information Systems, Health Informatics, Health Information Systems, ICT, or related field.

  • 5+ years of experience in software development.

  • 3+ years of experience with OCL.

  • Strong understanding of healthcare terminology standards and best practices.

  • Excellent communication and collaboration skills.

Nous recherchons un ingénieur logiciel qui a de l'expérience avec OCL et qui peut développer et déployer des terminologies de services de santé à l'aide de la plateforme. Le candidat idéal aura une bonne connaissance d'OCL et de ses fonctionnalités.

Le/La spécialiste en Open Concept Lab travaillera en étroite collaboration avec le directeur de programme, le directeur technique et le responsable technique de Cooper/Smith, et servira de collaborateur technique et de penseur stratégique pour l'organisation. Le/La spécialiste en Open Concept Lab sera également chargé de représenter Cooper/Smith auprès des principaux représentants du gouvernement, des donateurs, des parties prenantes locales et des partenaires.

Responsabilités

·       Accompagner l’équipe technique de Cooper/Smith pour fournir au Ministère de la Santé et de l’Hygiène Public les outils techniques pour améliorer la gestion des métadonnées du SNIS

·       Soutenir le développement et le déploiement de terminologies dans le domaine de la santé à l'aide d'OCL

·       Collaborer avec des experts en terminologie des soins de santé afin de garantir la conformité aux normes internationales (ICD, SNOMED, etc.)

·       Travailler en étroite collaboration et établir des relations productives avec les parties prenantes au sein du ministère et les tenir informées tout au long du cycle de développement.

·       Renforcer les capacités des acteurs gouvernementaux, en particulier dans le domaine des terminologies de santé, des normes d'interopérabilité, de l'échange d'informations sur la santé et des méthodes d'analyse.

·       Assurer la formation des parties prenantes à OCL.
